Professional Qualifications & Scope of Practice
Dr. Haley Panka, ND, and Dr. Jacob Panka, ND, MS, are naturopathic doctors registered with the State of Minnesota under Minnesota Statutes Chapter 147E and regulated by the Registered Naturopathic Doctor Advisory Council under the Minnesota Board of Medical Practice. They hold Doctor of Naturopathic Medicine degrees from the National University of Natural Medicine in Portland, Oregon, a program accredited by the Council on Naturopathic Medical Education (CNME), and have passed the Naturopathic Physicians Licensing Examinations (NPLEX).
Naturopathic doctors registered in Minnesota are not medical doctors (MDs), doctors of osteopathic medicine (DOs), or licensed in any other healthcare profession unless separately credentialed. Under Minnesota law, registered naturopathic doctors do not hold pharmaceutical prescriptive authority and cannot prescribe legend or controlled substances. The naturopathic services provided by Panka Natural Health are performed within the scope of practice defined by Minnesota Statutes Chapter 147E and should not be construed as the practice of conventional allopathic medicine.

Insurance & Payment Disclaimer
Naturopathic doctors in Minnesota are out-of-network providers with health insurance. Panka Natural Health operates as a cash-pay, fee-for-service practice and does not contract with or bill health insurance plans directly. While we can provide superbills for patients to seek reimbursement from their insurers, we make no guarantee that any insurance plan will reimburse for naturopathic services. Medicare and Medicaid do not reimburse services provided by naturopathic doctors in Minnesota. Acceptance of HSA/FSA cards is subject to the policies of your card’s bank or administrator, and Panka Natural Health cannot guarantee that all HSA/FSA transactions will be approved.
